FIG. 1A shows an example of a semiconductor integrated circuit having an internal surge absorber. The semiconductor integrated circuit 1 shown in the diagram is an example of an inverter. The semiconductor integrated circuit 1 includes P-channel MOS transistors 2P and 3P and N-channel MOS transistors 4N and 5N, and further includes an internal surge absorber 6 and a device protection circuit 7. The surge absorber 6 includes PNP transistors Q1, Q2 and Q3, NPN transistors Q4 and Q5, and resistors R1 and R2. The transistors Q1 and Q2 are connected in series between a first power supply terminal Vdd and a second power supply terminal Vss. The transistors Q3 and Q4 are connected in series between the first power supply terminal Vdd and the ground terminal GND. The transistors Q5 and Q6 are connected in series between the second power supply terminal Vss and the ground terminal GND. The surge absorber 6 functions to absorb surges due to noise in a power supply and to provide internal surge absorption. The device protection circuit 7 includes an NPN transistor Q7 that functions to detect a current flowing in the device through a negative-voltage detection terminal N9. The current flows in a device connected to the internal surge absorber 6 through a path including the transistors Q3 and Q4. When the voltage applied to the negative-voltage detection terminal N9 falls below a predetermined voltage, the transistor Q7 becomes non-conductive and the transistor Q7 is turned ON. The transistor Q7, together with the transistors Q5 and Q6, provides the device protection circuit 7 with a path through which to detect the voltage of the second power supply terminal Vss. The device protection circuit 7 becomes conductive when the voltage of the second power supply terminal Vss is higher than the voltage applied to the negative-voltage detection terminal N9.
